i just tried laying a cordless drill by mine but nothing happened :shrug:

I'm thinking you have to use the sandpaper shown under the drill at the same time you use the drill..... Then, while holding the drill stationary, spin your body round and round (holding the sandpaper in your hand) so that you lightly sand the sheave - no need to use the trigger on the drill. hehe.
