sounds like speed sensor is going out if the dash is doing funky things and then it dies, if its not that it could be the fuel pump, fuel regulator or both.

Whenever I'm driving my outlander will start cutting out and on the dash it will go from high to park and lose power and die down and go to a stop and die

Checked battery connections? If it is showing high then park you could have a gear postion switch going bad. I think on that you have 3 small grounding switches on the side of the gearbox one of them may be going bad.
