When fully turning left it right at slow speeds the noise I get is similar to tire rubbing on a fender. Everything is is factory and it doesn't appear to be running anywhere. Has anyone experienced this issue?

Are you axles locked? If so it could be the tire spinning.

It is a common issue. It is the visco lok trying to engage. When the tires spin at different speeds, the visco pump engages essentially locking front tires together. You then get the binding noise. If you tell your dealer, they should have a bulletin on it.

I mean mine have done it for 20000 miles. The 4th tire doesn't like to pull anymore but it doesn't hurt anything else.
