I am replacing the cam chains so I have the heads off the machine. I look through the intake and exhaust side and can see the valves are not seated. I can see lots of day light in between valve seat and valve. Is this normal? Bike is an 07 outlander 650

no you need to lap the valves. Then water test them.

water test them? more info please
If you have the heads off. Lap the valves, then reinstall the valves back in heads. Pour water in the top side of valve and see if they leak. A valve is a plug of sorts and when it is closed it should not leak air or water/gas. do a Google search on valve lapping there is lots to learn.
Make sure u are at top dead center, if not they won't be seated right. If they are as bad as u say and no marks on the piston I bet u are a tooth off.
Heads and cylinders are off the motor so it can't be at tdc.
Always set tdc before tear down.
