Was riding my commander and started having a really bad surge while slowing down. rebuilt both clutches and still same thing the engine brake, and if I take the one-way bearing, catches out same result. what am i missing?

What do you mean rebuilt the clutches? New rollers in primary? When they get flat spots it can cause it to surge. Also check for wear in secondary. Helix especially. Also as @BombardierBomb said, check belt.
Have you found the reason for the surge while slowing down? I have the same issue now. I spotted this problem after overhauling the variator. The variator was checked many times and all seems to be looking good.
