Got a surge while slowing down 2015 commander 800

Was riding my commander and started having a really bad surge while slowing down. rebuilt both clutches and still same thing the engine brake, and if I take the one-way bearing, catches out same result. what am i missing?

Welcome to the site

How old is the belt? Sounds like you've glazed it over in a spot or two, or it's just down to the wear limit, and it's slipping in certain conditions

What do you mean rebuilt the clutches? New rollers in primary? When they get flat spots it can cause it to surge. Also check for wear in secondary. Helix especially. Also as @BombardierBomb said, check belt.
