I would go until its tight and you can put the cotter pin through. So if you need to take it to the next notch it shouldnt be a problem. Even with a torque wrench you will probably have to do this.

I switched out the tie rod ends that came with the aftermarket tie rods. The boots are crap on the aftermarket ones; 2 of the 4 boots let dirt inside. It would only be a few rides before they seize up. The OEM ends are better.
